RAMÓN CHÁVEZ, C.E.G.

Mr. Chavez has over 18 years of experience in the technical field, including consulting, engineering and construction of environmental projects in the U.S. and Mexico and the in various environmental management capabilities including Division/Project Management, Marketing, Environmental Restoration, Hazardous/Solid Waste Design, Construction and Management, Latin American/Mexican/US Operations, Budget Controls and Personnel Management. In addition, Mr. Chavez has conducted environmental investigations, site remediation, restoration engineering and regulatory liaison. He has also been the lead technical director for the siting, design and construction of numerous existing and proposed solid and hazardous waste management facilities and projects. He is an expert in regulatory compliance in the U.S. and Mexico, including hazardous waste management, wastewater effluent treatment, and development of infrastructure projects.


RAY GENE DE LA TORRE

Mr. De La Torre has a broad background in policy and program design and assessment including technology integration in meeting sustainable development concerns. His experience centers on both non-nuclear and nuclear energy policy and technology initiatives; on wide ranging sustainable development initiatives; and on legislative, resource allocation and infrastructure requirements in support of development strategies. He has extensive experience in defining and managing of policy implementation, strategic planning and analysis, developing and implementing technology and economic development initiatives and in identifying human resources in implementing international and domestic energy and environmental programs.

Dr. Dominguez has over 15 years experience in energy and environmental analysis, mathematical modeling, and information management. He is leading projects in the identification and application of new technologies in the petroleum and electricity industries. He was a member of the DOE Oak Ridge National Laboratory Physics research staff, and he is currently on assignment at the Mexican Institute of Petroleum Committee for Technology Innovation and Technology Transfer.

Juan J. Ferrada IS WITH THE Oak Ridge National Laboratory and a Special consultant to ATS. He has over 20 years of experience in engineering, research, educational, and manufacturing environment dealing with people from diverse cultures and nationalities. He has been involved in research and development, remediation, chemical process analysis, project management and engineering design, process engineering design, and applications of artificial intelligence to engineering. He has a strong background in systems analysis, process design, environmental engineering, life-cycle analysis, pollution prevention, sustainability, and software development.
 


WILLIAM T. FLYNN

Mr. Flynn has over twenty years of management, analytical, and business development experience. Expertise in economic analysis and modeling, market analysis, policy evaluation, strategic planning, and technology assessment. Extensive experience in the management of staff, projects and budgets, and in the marketing of professional services. Excellent communications, computer, and interpersonal skills; extensive interaction with senior decision-makers in both the public and private sectors.



KISHANRAO MOTHERAMGARI

Mr. Kishanrao Motheramgari has 10 years of experience in database administration, Computer systems, computer programming and scripting languages such as C, C++, VisualBasic, Cobol, Perl, and PowerBuilder. Experience includes Federal customers, such as the U.S. Department of Energy (DOE), and the U.S. Environmental Protection Agency (EPA). Has installed and developed various database applications and tools for various customers. Has produced various reports and forms using Oracle Reports 2.5 and Forms 4.5, developed code for estimating exposure concentrations using C, and used and supported systems management/ administration of Novell NetWare V3.12/V4.1 and Windows 95, NT/2000 workstations, and server systems. Proficient with TCP/IP client/server applications, HTML codes, graphics manipulation, and document conversion. Experienced with and has a working knowledge of computer programming or scripts languages and experienced in relational databases in a client server environment.

Mr. Rivera, the CEO of Alta Technical Services, has over 20 years of experience in defining, developing and implementing energy and environmental programs in both U.S. government and international markets, and in leading applied research and analysis, in support of energy and environmental technology development and deployment, regulatory analysis, and policy analysis. Recent activities have concentrated in energy and environmental national security issues including the support of foreign energy and environmental regulations that facilitate the deployment of emerging energy and environmental technology. Mr. Rivera has extensive experience in strategic analysis and planning and has led strategic program development efforts in both the government and private sectors.


DANIEL STITT

Mr. Stitt’s extensive experience is concentrated on engineering design, design management, and construction management including construction and business (contracting) risk management. He has over fifteen years in engineering management supervising all aspects of engineering design. He has managed capital projects as large as $100 million and has provided design management for multi-billion dollar projects.


CURTIS TRAVIS

Dr. Curtis C. Travis is internationally recognized expert in the field of risk analysis and is a founding member and past President of the Society for Risk Analysis. He has more than 25 years experience in the energy and environmental business sector and has published widely in the areas of energy and environmental policy, exposure assessment, risk analysis, molecular biology, and environmental remediation. He was the founding Director of the Center for Risk Management at Oak Ridge National Laboratory and managed a 120 person staff and a $14 million a year research program in environmental assessment and computer technologies for solving environmental problems.


DEYNA Z. URRUTIA


B.S. in Computer Science, Tulane University

Over 15 years of experience in technical support, applications software development, data management, database design, geographic information systems, financial data processing, and web programming design. Some of the key project areas have included: Development of conceptual design of the Data Tracker Management System, a system designed to store metadata (data about data) on datasets; Provided support to the DOE Environmental Restoration MAPINFO infrastructure; Assisted in the development of the web site for ORNL ER; Developed the Data Quality Procedures Tracking System to keep track of the Environmental Program data quality procedures.


RONALD D. WEBSTER, P.E.

Mr. Webster has recently completed a tenure as a Policy Analyst, U.S. Army Environmental Policy Institute. Working as Senior Fellow, analyzing policies for the Office of the Assistant Secretary of the Army (Installations and Environment). Involves the proactive assessment of future environmental issues and challenges affecting the Department of the Army, and the subsequent recommendation of alternate policies, both strategic and tactical, to insure sustainability of the Army mission and the natural environment on Army installations. His career experience includes a variety of technical positions, from Principal Investigator to Director of Technical Assistance, and achievements in the U.S. Army Construction Engineering Research Laboratory in environmental science, policy and regulatory analysis, economic analysis, information management and systems modeling.

ANGELO COORLUES


Architectural Engineering, Louisiana State University

Mr. Coorlues ha over 30 years of experience in Architectural Design, Engineering, Interior Design, and Construction Management. NCARB certification in several states, and experience and training in Commercial/Industrial Acoustics, Building Systems Analysis, and Commercial Lighting Systems. Over ten years of experience in Construction Systems for Data Processing Facilities, including fire control and security, and over ten years experience in Commercial / Industrial Strip-Centers, turnkey Computer Centers and Control Rooms. Experience includes management of multi-million dollar government and private sector programs.


PEDRO NIEVES



Mr. Nieves has over 21 years of construction experience, one of the company’s founders, and Director of ATS, Inc. Construction and Demolition Division. Mr. Nieves supervises all of ATS group leaders and estimators and oversees and approves all construction contracts, supervises construction crews on special projects. Mr. Nieves is also the principal quality control supervisor. In his ATS experience, Mr. Nieves prepares bids and all contract commitments with residential and commercial clients. He is responsible for identifying and hiring staff and contract tradesmen and to organize teams and crews for specific projects. He ensures hi-quality work through direct management of supervisors and skilled labor.


WILFREDO RIOS



More than 19 years experience in the construction business. Experience includes everything from installation of HVAC/AC units, repair work on residential and commercial sites, renovation of homes and apartments, insurance repair work, development of architectural drawings for residential and commercial projects and consultant to small construction contractors.
 


ANGEL A. RIVERA-COLON



Mr. Angel Rivera has over twenty-five years of experience and diversified responsibilities in the private, public and non-profit sectors with local, national and international projects. Administered and managed operating budget of $43 million, complex multiple projects as large as $35 million and staffs of up to 50 people. Oversaw the implementation of $162 million capital and major works program. Oversaw complete projects, including estimates, budgets, initial design, preparation of bid documents, bid evaluations, vendor selection, contract administration, shop tests, start-up/commissioning and final documentation. Excellent with computers, Windows 98, Excel, Access, Word, Microsoft Project, Expedition 6.0 and Primavera Project Planner 3.0.


JOSE L. RIVERA



Over 28 years experience in the operation of heavy machinery. Mr. Rivera also has extensive experience in the operation and maintenance of manual and computerized Cranes. Completed training and development of all Operator’s apprentice to Senior Crane Operator’s. Performed 28 years of dedicated service to the Hispanic Community of Pontiac. Licensed Operator with Local 324 since 1972.

FRANK ELIZONDO


Bachelor of Business Administration, St. Mary’s University

Mr. Elizondo has over 20 years of recruitment, management and marketing experience. It provides expertise in supporting organizations’ needs in the areas of human resources, recruitment (technical, management and administrative disciplines), conference meeting services, and marketing services. Mr. Elizondo was the Recruitment Manager for the US Nuclear Regulatory Commission and currently manages programs involving communications and community relations: media relations, public affairs, publications, recruitment management and minority affairs initiatives.
 

 


VIRGINIA M. GIBSON


B.S. University of Maryland, College Park, MD

Ms Gibson has over 20 years experience in developing human capital strategies, and in implementing, communicating, and administering related human resources programs, policies, and services designed to recruit, retain, and motivate high performing workforces. Ms. Gibson’s in depth knowledge of the principles of rewards strategies, and practical experience developing and implementing compensation and benefits programs, has contributed to the success of both public and private sector organizations in achieving results. Ms. Gibson has successfully used leading edge performance management strategies to improve organizational performance and increase workforce productivity.


ALTAGRACIA NIEVES


M.B.A. from Wayne State University

Ms Nieves has over 20 years experience in financial and accounting systems through a national accounting firms, applied business and financial management, human resource management in the area of compensation and tax programs; and hands-on experience in developing and operating start-up companies. Ms. Nieves holds an M.B.A. from Wayne State University and is a registered CPA, through the State of Michigan.


MARK ANTHONY NIXON


MS: Urban and Regional Planning, University of Mississippi, 1977

Mr. M.A. Nixon has over 20 years experience in developing and implementing organizations’ administrative and management systems to improve organizational efficiency and performance. He has extensive experience in the preparation of federal state and municipal program budgets, has established and maintained a system for the closeout of overall annual grants with HUD, developed a paperless document management system which is now being implemented state wide and allows for all local governments in the state of Florida to prepare and submit all CDBG forms and documents electronically, and has extensive experience in structuring and conducting policy and program research related to economic development at State and Municipal levels, and in the evaluation and preparation of marketing studies, economic analysis, and presentations.


DEBRA RIVERA

Ms Rivera has over 14 years experience in providing program management controls in support for environmental restoration and waste management projects, environmental compliance support, compliance document preparation and regulatory planning for D&D projects under CERCLA and RCRA to the Department of Energy (DOE) and Department of Defense (DOD). Ms Rivera also has extensive experience in information systems development that includes technical analysis of environmental data for remediation and compliance, use of graphical and statistical software for environmental analysis; and data base development including design, sampling and management.


JULIO CESAR ZARAGOZA


B.S. Graphic Design, Oklahoma State University

Has led the graphic design campaigns for different clients’ marketing departments. Examples of some of the most recent projects include: 1. Unilever: Produced many P.O.P. promotional pieces for brands such as Close up, Hellmann's, Knorr, Dove, Rexona and Gold pro; 2. Altec - World Class Internet Data Center located in former U.S. Military Base near the premises of the Panama Canal; 3. Coca Cola- worked in the design of a folder for their actionist meetings; 4. Power Link (a communication service entity) led the design of several ads for a technology magazine, newspaper ads and brochure; 5. Intercontinental Free Trade Zone- Designed several ads for Mirage and Orient watches that where exhibit in the monthly edition of the Copa Airlines magazine; 6. Leo Burnett advertising, Panama Worked as a graphic designer for 2 years and was involved in two mayor accounts such as Toyota and McDonald's.
